you can sit on the ground with one leg stretched out in front of you, foot flat against the wall. You then use the rear leg to get up and lean fwd, all the while keeping the front foot flat against the wall. It loosens the calves like no man's business.

I think he means low...
Well practice si liu bu. Try also squatting down feet together heels on the ground. if you can do that easily then lean forward.
Also you can twist your ankle as if you were trying to have the bone of your ankle touche the ground.
And also you put your heel as close as possible from a wall or something as long as your foot (the toes are up) and try to bring your knee forward.
Do you see what I mean?
"Turn your butt!"
Master Yang.

I mean the mussles and tendons around the ankels. I can't sit down with my feet flat on the floor and I would like to.
Sorry about my bad english.

Build the hamstring, calf and gluteus maximus.
Ankle and knee flexion and extension and rotation(s) can help.
Assisted stooping with back against a wall is a good start.
